KOZ
Keystone Opportunity Expansion Zone
The Keystone Opportunity Expansion Zone (KOZ) benefits begin on January 1st, 2010 and expire December 31st, 2019. A total of 148 approved parcels are located in the City of Harrisburg and 6 parcels that comprise the Arcelor Mittal Rail Mill in Steelton. The KOZ covers a total of 190 acres in those municipalities. A complete list of approved KOZ parcels is available for Harrisburg City. A map of the city properties is also available.
The KOZ provides tax abatement of State and Local Taxes for 10 years. Payment in Lieu of Tax (PILOT) agreements were negotiated so the County, Municipal or School Districts will not lose any current property taxes being paid. The buildings within the zone are required to be in a distressed area. Buildings that were to be incorporated in the zone are generally deteriorated and vacant. There are some qualifications that need to be met by Pennsylvania businesses in order to qualify for the KOZ benefits.
