For months, numerous players have tried to save the City of Harrisburg from financial ruin. The Novak Consulting Group prepared the first 400+ page report in June 2011; however, it was rejected by the Harrisburg City Council in July. The Council then rejected a plan drawn up by Harrisburg Mayor Linda Thompson in August. The following month in a 4-3 vote, the City Council chose to not reconsider the mayor's revised plan.
In October, Governor Corbett declared Harrisburg to be in a state of fiscal emergency, and on November 3 DCED Secretary Alan Walker Released an Emergency Action Plan for the City. David Unkovic was officially appointed as the Receiver of Harrisburg on December 2, 2012. For the past two months, Mr. Unkovic met with various group - including the general public - to gather input as he penned his own financial recovery plan. The plan was released on Monday, February 6.
