The Harrisburg Regional Chamber and CREDC Finances New Location For Minority Owned Environmental Consulting Firm

HARRISBURG, PA (February 26, 2007) - The Harrisburg Regional Chamber and Capital Region Economic Development Corporation (HRC/CREDC) announced today that it provided financing to Hugh and Mazie Archer, the owners of Mavickar Environmental Consultants, to purchase two commercial condo units on Stevenson Avenue, Lower Paxton Township, Dauphin County. The new location provides Mavickar with additional office space to further the company's growth.

Dr. Hugh Archer founded Mavickar Environmental Consultants in 1999. Mavickar Environmental Consultants is an environmental engineering firm specializing in providing agricultural, municipal and industrial land development clients with comprehensive environmental engineering support in developing and implementing strategic environmental management systems, compliance assurance audits and regulatory compliance programs.

The planned expansion of the business comes from a number of new ventures related to the Chesapeake Bay Tributary Strategy. Dr. Archer has developed an innovative approach for the processing of animal manure, which will create an ammonia based bi-product that can be used in coal-fired power generating facilities to reduce the emissions of Nitrogen Oxides into the air. The resulting processed manure, which has an alkaline pH will have 3 separate environmentally friendly, beneficial end-uses.

Hugh Archer, owner, stated "The HRC/CREDC financing will enable Mavickar and the Mavickar Group to secure the necessary additional resources in realizing our environmental protection objective for providing strong, experienced and professional technical support to the regulated community in the Commonwealth of Pennsylvania."

HRC/CREDC provided a Minority Business Development Fund (MBDF) loan in the amount of $150,000 in conjunction with Commerce Bank financing and other equity contributions. The total project costs were $606,305. The MBDF loan program is designed to stimulate the expansion and assist in the retention of minority-owned businesses for the purpose of creating new jobs and retaining existing jobs in Pennsylvania . The MBDF provides low-interest rate financing for a portion of new projects undertaken by minority business enterprises unable to fully finance their costs with equity, bank financing, or other private and public sources. The following groups fit the State's definition of ethnic minority for this program: African Americans, Hispanic Americans, Asian Americans, Native Americans, Eskimos, and Aleuts. The Chamber & CREDC funded the Minority Business Development program with a loan from the Pennsylvania Minority Business Development Authority within the Department of Community and Economic Development.
