Harrisburg Regional Chamber & CREDC Adopts Resolution Supporting ACT 47 Legislation
Harrisburg, PA (September 27, 2011) - The Harrisburg Regional Chamber & CREDC Board of Directors have adopted a resolution of support for legislation amending Act 47 legislation to enable the Commonwealth to take a leadership role in development and implementation a financial recovery plan for Act 47 municipalities that are unable or unwilling to do so. This action is in response to the pending fiscal crisis, the ongoing inability of City of Harrisburg elected officials inability to agree on a plan leading to the financial inability to provide basic services like police, fire and public works to the City.
The City is facing the inability to provide critical services to residents and the concern over the ability of the city to make payroll and pay its most basic bills continues.
David Black, President & CEO of the Chamber & CREDC stated, "As undesirable as it is for the Commonwealth to assume operational and fiscal distress responsibilities of a Pennsylvania municipality, when elected officials of a municipality fail to meet the obligations of their jobs; when the health and welfare of residents and those working in the municipality are threatened; it becomes the responsibility of the Commonwealth to protect residents of the community. The Chamber & CREDC encourages the General Assembly to pass such legislation in a timely matter, as to not place the welfare of municipal residents in jeopardy during a financial crisis."
The resolution was approved by the Chamber's Government Relations Committee as well as its Board of Directors at the beginning of September. The General Assembly is expected to act on legislation this fall.
